HKIAA-AVSECO JV (JV) is jointly formed by Hong Kong International Aviation Academy (HKIAA) and Aviation Security Company Limited (AVSECO).  This JV is a Certification Body (CB) that has been granted approval by the Hong Kong Civil Aviation Department (CAD) to offer training and certification of security screeners for Regulated Air Cargo Screening Facility (RACSF).
In 2016 the International Civil Aviation Organisation (ICAO) announced a new policy direction affecting air cargo security, which will also impact the air cargo industry in Hong Kong. In support of the ICAO global directive the HKSAR Government has developed a new scheme to enable and regulate cargo screening in off-airport locations. Industry operators such as freight forwarders and shared warehouse operators can conduct cargo screening operations in their premises by registering with CAD to become RACSF. 
The registered RACSF must ensure that all its security screeners, whether they be employees or the employees of a screening service provider, who perform air cargo screening duties in the RACSF premises shall be trained by a CB that is authorised by CAD to carry out such cargo screener training and certification.

HKIAA-AVSECO offers the following RACSF training sessions: 

 

1.    X-Ray Screening Training and Certifications for Regulated Air Cargo Screening Facility (RACSF)  


This training comprises three parts – classroom learning, certification tests and on-the-job training. The first and second parts are prerequisite four-day classroom learning and initial certification tests. These parts equip participants with the knowledge and skillsets of X-ray screening of cargo with the aid of X-ray image analysis.  The classroom learning also covers topics of RACSF system and relevant legislation, definitions and classifications of restricted articles and dangerous goods, and natures of explosives and improvised explosive devices (IEDs).


Upon successful completion of the four-day classroom learning and initial certification tests, participants then have to complete the third part of training, which is a 30-hour on-the-job operational training supervised by CB.
Who should attend?


Security screeners, whether they are employees of RACSF or employees of a RACSF’s screening service provider, who will perform air cargo screening duties in the RACSF premises should attend the training.

2.    Periodic Evaluation Service, Refresher Training & Re-Certification, Specialised Remedial Training for Regulated Air Cargo Screening Facility (RACSF) 

 

To renew the certification, security screeners have to pass the periodic evaluation, before completing the two-day refresher training and re-certification tests (i.e. written tests and recertification tests on cargo search and X-ray screening) conducted by a CB every 12 months. 
This two-day refresher training allows security screeners to reinforce the core principles of X-ray screening of cargo, and to keep them updated with the latest knowledge and trends. 

If security screeners fail in the re-certifications tests, they have to complete the specialised remedial training and pass the re-certification tests before resuming their screening duties. 

Who should attend?

Certified security screeners, whether they are employees of RACSF or employees of a RACSF’s screening service provider, should attend refresher training every 12 months. Security screener who is found to be unfit for carrying out the screening duties, including absence from duty 90 consecutive days, are required to take the refresher training and re-certification tests.

3.    Explosive Trace Detection (ETD) Training for Regulated Air Cargo Screening Facility (RACSF) 

 

This training comprises 3 parts – classroom learning, certification tests and on-the-job training, which aims to train security screeners to become certified operators of Explosive Trace Detection (ETD). The first and second parts are prerequisite one-day classroom learning and initial certification tests. These parts provide participants an understanding of the principles, advantages as well as health and safety issues associated in ETD. It also equips participants with knowledge on the use of the ETD equipment, sampling procedures, appropriate routine check-up and maintenance, standard calibration procedures, and operational requirements and limitations of the ETD system.

Upon successful completion of the one-day classroom learning and initial certification tests, participants then have to complete the third part of training, which is an eight-hour on-the-job operational training supervised by CB before they can operate independently.

Certified security screeners, whether they are employees of RACSF or employees of a RACSF’s screening service provider, who will perform air cargo ETD screening duties in the RACSF premises should attend the training.
